German Biometric Passport Photo (Passbild) Guidelines 2026

For a German passport (Reisepass) or ID card (Personalausweis), you need a 'biometrisches Passbild'. The German Federal Office for Information Security (BSI) enforces the TR-03121 standard, which leaves very little room for error.

1. Precise Eye Positioning

The most critical measurement for German authorities is the eye height. Your eyes must be between 26mm and 30mm from the bottom edge of the photo. If your eyes are outside this 4mm window, the photo will likely be rejected by the local Bürgeramt.

2. Head Size and Frame

The photo size is the European standard 35x45mm. The head must occupy 70-80% of the photo height (between 32mm and 36mm). There must be a clear margin of at least 5mm between the top of the head and the upper edge of the photo.

3. Lighting and Background

The background must be plain and offer high contrast to the hair and face. Neutral grey is preferred. Lighting must be perfectly even, with no shadows on the face or background.
